Studio Project
This study, situated within the context of Tencent’s Gui’an Seven Star Data Center construction project, aims to interrogate the claims of technological utopianism and reveal the impacts of such projects on local communities after their implementation. Since the 1970s, a core tenet of governance in China has been a sustained faith in modern science and technology, which is often officially framed as integral to the pursuit of modernity, national rejuvenation, and global leadership. Approached with considerable respect and optimism, technological development is reaffirmed as crucial to solving China’s complex domestic challenges and enhancing its global standing. In this light, Guizhou offers a revealing site for examining the dynamic interplay between state governance and the vision of technological modernity. The province’s cloud infrastructure initiatives provide a window into how these processes are actively reconfiguring Guizhou’s identity, enabling its integration into the expanding geography of China’s cloud ecosystem. This integration intertwines local development with the geopolitical logics of cloud infrastructure at regional, national, and global scales, making Guizhou’s emerging data center industry both imaginable and actionable.
